Some of the tools used by aptitude and apt-key need to run stuff that is in
/bin

By putting it at the end, the params may fall out of order if one of the other params has “undef” as its value.

All of the aptitude code gets moved into a new class, which gets put into its own phase of the Puppet process.

Add an apt preferences file to use the rsyslog version from
backports.  Remove preferences installation from the syslog

We've switched completely to Kerberized ssh and no longer install
Kerberos rlogin or rsh.
