Fix the dependencies when installing OpenAFS configuration files on
the first Puppet run.

This makes it simpler to handle the situation where the correct
kernel module needs to be build either with module-assistant or
dkms.

We don't install this as part of the manifest, so there's no
reason to have a copy of it.
