Base configuration for Emerging Technology / IT Lab machines

The Quake lab has a couple of sequencing systems. This will be the workflow that monitors for completed jobs, gets the sample sheets, and runs analysis.

Install the docker package. The docker project changes quickly so we want to be able to get the packages from the docker apt repository rather than the official Debian repository in some cases.
